SUPER EAST COLLEGIATE HOCKEY LEAGUE
POLICIES AND PROCEDURES
Name
The official name of the league is the “Super East Collegiate Hockey League”.
The league may also be referred to as the “SECHL”.
League Membership
Each league team has one vote in all league matters. Probationary members do not have a vote, however, they are encouraged to participate fully in all discussions. In the case of a tie, the league commissioner may vote to break the tie. Any new team will be on probationary status for at least one season. Teams must gain at least 2/3 of the vote of teams present at a meeting in order to gain acceptance to the league. Removal from the league shall require a majority of voting members.
All SECHL teams must be registered with, and members in good standing of the ACHA, Division I or II. This is mandatory for several reasons; among them the fact that USA Hockey Insurance is provided to all ACHA registered teams, and requires that opponents also be ACHA registered. All teams must have matching jerseys, helmets, socks, and pants.
Meetings
The league will hold one annual meeting, normally at the time of the league playoffs. Each team is strongly encouraged to send no more than two (2) representatives to the meeting. Absence of representation at two (2) or more consecutive meetings may warrant that team being placed on probationary status.
Board of Directors
The Board of Directors will manage all aspects of the league. The Board of Directors is elected prior to the season at the annual meeting held at the playoffs. If an appointment is needed during the season, the Commissioner shall appoint someone to the position. The Board of Directors consists of Commissioner, Assistant Commissioner, Treasurer, Director of Eligibility, Webmaster and Referee-in-Chief.
The duties of the Commissioner is:
Oversee the Board of Directors.
Resolve any disputes in the league.
Be the spokesperson for the league.
Manage all aspects of the playoffs.
Chair the Annual February league meeting.
Attend the ACHA National Meeting in April.

Fulfill all duties if the Commissioner is unable to due to vacancy, illness, and other commitments.
One year term and is rotated among the member teams. Terms may be adjusted by the commissioner for any reason.

Collect annual dues from teams
Responsible for timely payment for all bills
Responsible for a annual budget report to the league in June
Director of Eligibility – Bob Simmons
Interfaces with ACHA Division II Commissioner and/or Vice-President to ensure rostered players meet ACHA/SECHL guidelines.
Collect copies of Eligibility forms and player agreement forms from ACHA Division II Commissioner.
Validate eligibility sheets with all league participants registrars’ offices.
Report findings to league commissioner, board members and members at large.
Webmaster/Statistician – Elizabeth Miller
Responsible for all website content.
Responsible to update all scores no later than the Monday each week.
Teams are required to respond to Webmaster requests on a timely basis (less than 48 hours).
Collects all scoresheets.
Ensure all scoresheets are filled out properly.
Compiles all statistics and posts them on the website.
Referee-in-Chief - TBA
Direct liaison with the ACHA Referee-in-chief.
Responsible for keeping each team’s Referees updated and informed about any SECHL/ACHA policies.
Will explain any rules interpretations to league members.
Will investigate with the Commissioner any in-game incidents.
Appointment of the commissioner requires 2/3 approval of all eligible voting team members. Removal of the commissioner can be accomplished with the vote of a simple majority of all eligible members.
League Dues
Annual league dues are announced by the commissioner prior to the start of the season, and are due to the commissioner no later than December 31 of each year. Dues received after that date are overdue, and shall be penalized at a rate of five ($5.00) per day until received.
Each team will be reimbursed $500 for travel expenses if they attend the ACHA National Meeting held in Florida in April. The league will reimburse a maximum of $500 in one calendar year per team.
Schedule of games
Each team shall play two (2) games versus each other league team. Each team shall be the “home” team once. Teams are responsible for setting up their schedule within the league. Teams are expected to give preference to their league schedule when setting up their annual schedule.
Game slots should fit within the following parameters:
Friday 7PM to 9:45PM
Saturday Noon to 9:45PM
Sunday Noon to 8:00PM
The league will have a standing “no play” date reserved near the end of the year for makeup games due to weather. Any team that schedules a game on this date will be required to forfeit any makeup games that would be held on that date. The date for the 2006-07 season is Feb. 9
If a game is cancelled due to inclement weather (or for any other reason), the home team has seven (7) days to reschedule the contest. If after seven (7) days, the home team has not rescheduled, the visiting team may re-schedule the game at their own rink or at a neutral site. Any dispute on this rule will be handled by the league commissioner.
Game results
All game results (both league and non-league) shall be submitted to the league commissioner by e-mail (supereasthockey@hotmail.com) by Monday morning following the weekend of play. The home team shall e-mail the results, and also must fax or mail a hard copy of the scoresheet to the statistician so that it is received prior to the next weekend. Penalty for not doing so shall be a $25 fine for each offense.
Games
Games shall consist of at least a 10 minute warm-up, and three 20 minute periods of play. If necessary, a five (5) minute sudden death overtime shall be played. If a winner is determined in overtime, that team shall receive 2 points, the loser none. Overtime is played 5 on 5. The ice shall be resurfaced after each period, except after the third period if overtime is played. At the conclusion of the game, the teams are expected to participate in the traditional handshake, unless directed otherwise by the on-ice officials.
If a league game cannot be played due to inclement weather or other circumstance, and cannot be made up, the commissioner shall have the power to render a decision as to the effect on league standings.
All home teams are required to have an Emergency Medical Technician or Medical Doctor on site for all league games. The home team shall introduce the on site medical professional to the visiting team coaching staff prior to the game. Failure to have proper medical personnel at the arena will result in an automatic forfeit for the home team. In addition, the home team will be required to compensate the visiting team for all reasonable expenses. (Usually all bus fees. However, in overnight trips, the team will be expected to cover ½ of hotel and bus fee.)
Eligibility
All players must adhere to the guidelines as per the ACHA for Division II. An unaltered copy of the ACHA eligibility form must be submitted to the league office for the first and second semesters, by the dates established by the ACHA. Failure to meet this deadline shall result in a penalty of $5 per day until received. The fine may be waived at the discretion of the Commissioner. Additional players may be added as per ACHA guidelines.
If a team uses an ineligible player (i.e. a player enrolled at the school, but who does not meet eligibility guidelines), the team shall forfeit all games in which the player participated.
If a team uses an illegal player (i.e. not an enrolled student, or a player using an assumed name), the team will forfeit all games in which that player participated, and also will be placed on indefinite suspension pending a league review.
Officials
All SECHL member teams must utilize NCAA, ECAC, NIHOA, or USA Hockey certified officials. Any officials must be fully versed in NCAA rules. Teams are required to submit the name and contact information of the Head Official/Assigner for their area to the league office. It is the responsibility of the home team to provide officials.
The SECHL requires the use of a three (3) man on ice officiating system.
Verification Process
All players must bring their school identification card to all games. If a school card is not available, a photo driver’s license can be substituted.
A team may ask to see this identification only once per game, either before the game, or between periods. Challenges cannot be made after the game, including prior to the start of overtime.
If a player is determined to be ineligible, penalties will be opposed as noted above.
Player ID’s may be checked by the league commissioner prior to the start of the playoffs.
Disqualifications
Game disqualification penalties will be treated as follows:
1st DQ for a player - remainder of that game plus next game
2nd DQ for a player - remainder of that game plus next two games
3rd DQ for a player - remainder of that game plus next three games
4th DQ for a player - progression continues
Progressive DQ penalties shall carry over to the play-offs and/or next season. A player who receives a DQ penalty in any game (including exhibition games) shall not be permitted to play in the team’s next regular season game or playoff game against an ACHA opponent. Exhibition games cannot be used to fulfill the disqualification penalty.
If, during the regular season a team receives in excess of 4 disqualification penalties in league games, each penalty above 4 shall result in the loss of 1 point in the league standings.
Remember that whether the game being played is a league or non-league game, you are always representing the SECHL. The league will not tolerate unacceptable behavior, even for non-league games.
If a player dresses for a game in which he is suspended, his team will forfeit that game, and the league commissioner shall notify the ACHA office.
Playoffs
Playoff dates, times, and location will be discussed at the annual meeting, and decided on at that time if possible. Playoffs traditionally are held on Friday and Saturday evenings, and the championship played on Sunday afternoon. The league will keep all playoff profits.
All teams participating in the playoffs must be current on all matters, including the payment of any league fines levied. Any outstanding requirements will result in removal from playoff participation.
Playoff structure currently has the top 6 teams participating. Seedings are determined as follows, in the following order:

Coin flip
Teams 1 & 2 receive a first round bye, team #3 plays team #6, team #4 plays team #5 on Friday evening. On Saturday evening, team #1 plays the winner of the #4 vs. #5 game, and team #2 plays the winner of the #3 vs. #6 game. The winners of these games play for the championship on Sunday.
The higher seed will be the home team in each game. All playoff games shall use three on ice officials.
It has been agreed that if there is inclement weather, the playoffs will be held regardless. Each team is required to be there or face forfeiture of their respective game(s).
All League Team
A first, second and third “All League” team and one “All Rookie” team shall be selected each year prior to the playoffs, and will be announced at the playoffs. Each team shall nominate no more than 5 players from their team. A list of those names will be compiled, and each team shall then cast a vote for 1st and 2nd team members, but may not vote for any players on their own team.
